      "description": "There are four consumer standards that providers must meet under the new regulatory framework. These build on the consumer standards last revised in 2015. Recognising government priorities set out in the Social Housing (Regulation) Act 2023, the new standards incorporate requirements covering safety and transparency. A promised standard on energy efficiency has yet to be published. This toolkit does not cover the economic standards that are applicable to housing associations. Neither does it cover the Rent Standard, which applies to both housing associations and local authorities. The toolkit should be read in conjunction with the ‘HQN guide to social housing regulation’ published in April. This summarises the features of the new regulatory framework, providing multiple links to key documents.",

      "description": "HQN has created a new benchmarking model based on the Tenant Satisfaction Measures data published by the Regulator of Social Housing. It is designed to enable users to compare the results of up to six organisations across key performance areas based on the views of social housing tenants and shared owners as well as management information submitted by landlords. By using the different tabs, users can choose to benchmark performance for low-cost rental Accommodation (LCRA) and low-cost home ownership (LCHA) and management information data. Once users have selected the organisations from the dropdown menus, the model then presents the comparison data in both table and graph form. The model provides a useful guide for organisations wishing to compare themselves to similar sized RPs or those also operating in their local area.",
